Details: This assignment is to conduct a legal analysis of the existing land concession policy in Sierra Leone, and develop an adequate concession framework for the cultural heritage sites and environmentally protected sites of Sierra Leone that is conducive to develop sustainable tourism at these sites.

Details: Office 2007 Implementation Program – eLearning Modules and Learning Management System for MS Office 2007. Within the Technology and Services Group, the Office 2007 Implementation Program’s Business Readiness Workstream is charged with ensuring all Ministry and judicial staff are sufficiently trained in the use of the Microsoft Office 2007 suite of products prior to its implementation. Therefore, the Ministry is seeking proposals from suppliers for the provision of:
- An Off the Shelf eLearning solution for the delivery of training in the use of the Microsoft Office 2007 suite for Ministry personnel and the Judiciary, and
- A Learning Management System (LMS) for the management and administration of the above training solution.
Project: Research – heat tolerant corals and climate change

Details: Research on temperature-tolerant corals for the adaptation of coral reefs to climate change impacts in the Caribbean. The objective of the consultancy is to research heat tolerant corals to encourage adaptation measures to reduce impact of climate change for coral reefs in the Caribbean. The Japan-based consultant’s activities specifically aim to identify the biochemistry features and algal symbiont strains of the heat tolerant coral strains and to research available remote sensing data to assist in the field work to search of temperature tolerant populations of corals.
This consultancy will provide essential background and laboratory research to support the field research of the pilot project proposed by the Caribbean Community Climate Change Center (CCCCC) to identify, cultivate, and restore (repopulate) temperature tolerant corals at sites affected by past coral bleaching induced by climate change in the Caribbean. Thus, the consultant’s activities shall be closely coordinated with the associated researchers hired for the pilot by the CCCCC.
Laboratory work in Japan:
1. Identification of the algal symbiont types in the heat tolerant versus non heat tolerant corals. Coral tissue samples and live fragments of temperature tolerant corals will be shipped to the consultant’s laboratory in Japan.
2. Testing enzymatic or other differences between temperature tolerant versus non tolerant genotypes, at various temperatures and if possible at different seawater pH.
3. Collaborate with the associate researchers for the development of multiple hypotheses for experimental testing in the laboratory and field sites, comparing temperature tolerant corals with non-tolerant genotypes of the same species and other species. Once temperature tolerant corals and their non-tolerant conspecifics are identified, they are tested for symbiont types in the laboratory and grown in the nurseries to obtain fragments for experiments such as calcification, growth, bleaching, and response to acidification. This work should also include looking at methods of possible active or passive introduction of resistant algal symbionts into genetic lines where they are presently absent, and experimental protocols for replanting temperature tolerant coral strains by different methods into reef adaptation sites.
Field work in Belize and other countries:
1. Assist with carrying out field scoping with maps and GIS information, as well as development of maps illustrating the findings.
2. Assist with developing protocols for identification of coral reefs which are tolerant to thermal stress, either through resilience or resistance. This activity will include identification of bleaching tolerant reefs and heat tolerant corals that have survived the most recent severe bleaching event of 2005 (using size of colony or thicket as an indicator of age), using live samples of these corals taken by the associate researchers for culture and testing. Remote sensing data such as the archives from the bleaching event of 2005 or earlier would be used to help search for temperature tolerant populations of corals.
3. Help design a program for deployment of temperature loggers in the sites to record thermal range and thermal stress.
4. Assist with the production of a report on the findings of the pilot work from Belize and St Lucia to be disseminated and possibly replicated in other Caribbean countries as well as to the South Pacific and Indian Oceans.
Project: Timor-Leste Public Sector Capacity Development Program-Curriculum Development and Training Adviser – INAP
Details: The Australian Managing Contractor, GRM is seeking a Curriculum Development and Training Adviser (CDTA) – National Institute of Public Administration (INAP), to work in concert with counterparts in the Government of Timor-Leste. The position will be for six months.
The CDTA will work with the counterparts in INAP and the PSCDP National Advisers and HRD & Management Adviser (HRDMA). The CDTAs will support and assist INAP to prepare modules for three foundation courses to enable civil servants without tertiary qualifications to transition to the new career regime and salary scale. (It is envisaged these courses will then form the basis of ongoing, regularly delivered, professional development programs for civil servants).
This will include strengthening of the skills and knowledge of INAP staff in the area of public administration including the Civil Service Law and associated regulations, TNA, curriculum development, and adult centred training and assessment strategies including work based learning and skill transfer in the workplace. The CDTAs will also assist INAP to establish the relevant systems and procedures to implement and monitor these courses in a sustainable manner.
Note: A language skill in Portuguese or Tetun, and ability to speak and write English to a high standard is highly desirable.
